This 15th day of October, 2018, the Board of County Commissioners met in regular session with the following members present: Tony Zartman, Roy Klopfenstein, Mark Holtsberry and Cindy Peters, Clerk.



MEETING NOTES OF APPOINTMENTS

Commissioners Zartman and Holtsberry and Clerk Cindy Peters attended the Eagle Creek-Wilson Ditch final hearing at the Auglaize Township Firehouse. (See Resolution below).



County Auditor Claudia Fickel met with the commissioners to present some graphs for tracking sales tax revenue in addition to presenting a budget forecast for the Real Estate Fund.



IN THE MATTER OF CREATING EXPENSE LINE ITEMS IN FUND 170

WHEREAS, a new fund must be created to accurately track expenses associated with Fund 170, Wireless 911; now therefore

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to create expense line items for aforementioned fund, to-wit;

IN THE MATTER OF ENTERING INTO AN AGREEMENT WITH A PLUS PROPANE LLC

BE IT RESOLVED, the Paulding County Board of Commissioners does hereby enter into an agreement with A Plus Propane LLC accepting a proposal to lease an annual tank and install LP Gas Service at 700 Fairground Drive, Paulding.



RESOLUTION – COMMISSIONERS’ FINDING AFFIRMING FORMER ORDER, CONFIRMING THE ASSESSMENTS AND ORDERING THE LETTING OF THE CONTRACTS

In the Matter of the Eagle Creek-Wilson Ditch No. 26 Petitioned for by George Hunt

RESOLVED, That the Board review and reconsider its former order made and dated the 16th day of July, 2018 in favor of the improvement; and be it further

RESOLVED, That the Board hereby approves the maps, profiles, plans, schedules and reports prepared by the County Engineer, as amended in its order dated the 1st day of October, 2018; and

RESOLVED, That the former order finding in favor of the improvement made at the first hearing on the 16th day of July, 2018, is hereby affirmed; and

RESOLVED, That interest shall be added to said installments of assessments at the same rate as is drawn by notes issued to pay for said improvement; provided any owner may pay the assessment on his land in cash within thirty (30) days after the final hearing, without paying any interest thereon; and be it further

RESOLVED, That the 16th day of November, 2018 at 10 o’clock a.m., at the County Engineer’s office is hereby fixed as the time and place for the County Engineer to receive bids, and that the County Engineer is hereby directed to prepare the necessary bid documents and legal advertisements; and that the 19th day of November, 2018 at 10 o’clock a.m. at the Commissioners’ Office is hereby fixed as the time and place for the award of bids; and be it further

RESOLVED, That the County Engineer be and he is hereby directed to give at least two weeks’ public notice as required by law of the time when and the place where bids will be received for furnishing any material for the improvement, or for the construction of the improvement or any part thereof, and in case manufactured material is required for the construction of the improvement, the County Engineer is hereby directed to send copies by mail to dealers and manufactures, and all bids shall be received at the County Engineer’s Office; and be it further

RESOLVED, That the estimated cost of the construction and material requires in the improvement exceeds $6,000, the notice of letting be given by advertising in a paper of general circulation within the county for two weeks.



IN THE MATTER OF RECEIVING AND AWARDING QUOTES FOR GENERAL OBLIGATION NOTES

This 15th day of October, 2018, the Board of County Commissioners received quotes from County Banking institutions to borrow funds in the amount of $120,000 for the Eagle Creek-Wilson Ditch No. 26. (Fund 276), to-wit:

Local Bank; One Year Interest Rate; Eight Year Interest Rate:

Antwerp Exchange Bank; 5.20%; N/A

State Bank; 3.48%; 3.84%

First Federal Bank; 4.85%; N/A

First Financial Bank; 3.79%; 4.85% + $1,000-$3,000 additional costs

A motion was made to accept the quote from State Bank for a general obligation note at an interest rate of 3.84%, with no penalty for early payment; and be it

RESOLVED, that the Board of County Commissioners does hereby authorize any two of the three commissioners to sign the note. The note will be for eight years with the Prosecutor’s opinion to be included.
