This 3rd day of June, 2019, the Board of County Commissioners met in regular session with the following members present: Roy Klopfenstein, Tony Zartman, Mark Holtsberry and Cindy Peters, Clerk.



MEETING NOTES OF APPOINTMENTS

Doretta Cline met with the commissioners to inform them about Living Free Ministry in Paulding County. Cline pointed out that Living Free is here to gain community awareness. We have many steps in the process. Living Free is committed to people with hope, faith and freedom. Cline excitedly announced that we hope that people will get saved and have a relationship with God. Our goal is to teach people how to have a free life in Christ. We are targeting people with addiction. Our ministries’ focus, to start, is with drugs and alcohol. Our prayer is to get good solid Christians to help us. This will be a trickle-down effect to our whole community. Drug Court people are getting excited. Judge Beckman is backing this program. Relationships are getting stronger with the people in the courtroom. We are excited to get started and we are getting organized. We do have Power2Change and are registered with the State of Ohio. We have a Living Free training seminar at the Presbyterian Church. We need more missionaries to jump on board. Michelle Stahl will handle the financial standing with a donation of $500 already. Cline continued that we are trying to obtain funds from a United Way grant. Our target audience is the group from Drug Court. There is a lot of people that have life-controlling problems. We will be life coaches and mentors. There is a Brad Lander Training: Understanding the Addicted Brain: Squirrel Logic on June 12 in Celina. This is a free seminar to help you understand the impact that opiates and addictions are having on our family members and community.



County Treasurer Lou Wannemacher inquired about a drop box that was recently purchased for sewer and property tax payments with the commissioners. The commissioners will have it installed in the near future.



IN THE MATTER OF AUTHORIZING THE PAULDING COUNTY ENGINEER TO ADVERTISE FOR BIDS FOR THE 2019 ASPHALT PAVING PAULDING COUNTY PROJECT

BE IT RESOLVED, that the Board of County Commissioners does hereby authorize Travis McGarvey, Paulding County Engineer, to advertise in a paper of general circulation within the County for three consecutive weeks for bids for the 2019Asphalt Paving Paulding County Project.



IN THE MATTER OF AWARDING THE BID FOR THE VILLAGE OF ANTWERP RIVERSIDE PARK DRAINAGE PROJECT (PY 2018 CDBG CD ALLOCATION PROGRAM)

WHEREAS, on May 21, 2019, a bid was received for the Village of Antwerp Riverside Park Drainage Project; and

WHEREAS, after review of the aforementioned proposal, Poggemeyer Design Group has recommended that the Village of Antwerp award the contract to the apparent low bidder, B’Hillz Excavating of Wayne, Ohio; now, therefore

BE IT RESOLVED, that the Board of County Commissioners does hereby award the PY 2018 Village of Antwerp Riverside Park Drainage Project to B’Hillz Excavating in the amount of $24,590.



IN THE MATTER OF A CHANGE ORDER FOR THE PY2018 CDBG ALLOCATION PROGRAM VILLAGE OF OAKWOOD WATER IMPROVEMENTS PROJECT

WHEREAS, on May 22, 2019, S4 Water, Bowling Green, Ky., requests a change order for the PY 2018 Village of Oakwood Water Improvements project; now, therefore

BE IT RESOLVED, that the Board of County Commissioners does hereby approve the change order for the PY2018 Village of Oakwood Water Improvements Project increase in the amount of $11,000, resulting in the contract price with all approved changes orders in the amount of $41,584.
