MEETING NOTES OF APPOINTMENTS

Shawn Matako, Mikayla Pieper, Paulding Chamber – Matako informed the commissioners of this year’s Summer Blast in the village of Paulding on July 19. We have invited all of the mayors and the commissioners this year to be in the parade as well as law enforcement and veterans. There will be a special meal for veterans at a central location. Matako asked the commissioners for permission to put two banners at northwest and southwest comer of the courthouse lawn along with barricading an area on the southeast comer of the lawn for a live animal show for small unique animals. There will also be fireworks and a cornhole tournament along with a variety of other things to do and see.



The commissioners held consecutive teleconference meetings this morning regarding joint ditches with Van Wert County Commissioners and Putnam County Commissioners. (See resolutions below.)



Clerk of Courts Ann Pease and County Treasurer Lou Wannemacher – Wannemacher met with the commissioners to present her monthly investment reports. Revenue was estimated at $230,000 and is currently at $155,442.47. Wannemacher noted interest rates are slowly going down. Wannemacher also pointed out that on her Investment inventory a CDAR from State Bank & Trust is being renewed from 1.5% to 2.35% and a certificate from Antwerp Exchange Bank matured at 1.5% and renewed at 2.78%. As of May 31, total investments were at $16,801,147.79. Wannemacher also presented a Summary of Charges for Real Estate advising that real estate tax bills were just mailed out with July 17 being the final collection date. Delinquency totals for the first half are right at 3%. Sales Tax is up 5.9% for the month of April, reported in June, 2019. The Auditor/Treasurer report was also presented for signatures.



Dog Warden Skyler Maassel met with the commissioners to discuss his budget and his duties as dog warden. He also informed them that Mr. Shepherd has agreed to keep helping as the assistant dog warden. The commissioners also commended on his excellent communication.



James Bailey, Brown & Brown of Ohio LLC, presented to the commissioners the Client Stewardship report and the monthly aggregate limit for the county’s health insurance plan.



IN THE MATTER OF MODIFYING THE 2019 ANNUAL APPROPRIATION (FUND 233)

BE IT RESOLVED, that the Board of County Commissioners does hereby modify the 2019 Annual Appropriation and hereby directs the Paulding County Auditor to transfer the funds to wit;

FROM: Justice Reinvestment Incentive Grant/Salaries TO: Justice Reinvestment Incentive Grant/Drug Tests    AMOUNT: $13,400.97;

FROM: Justice Reinvestment Incentive Grant/EMHR TO: Justice Reinvestment Incentive Grant/Supplies AMOUNT: $1,839.83.



IN THE MATTER OF MAINTENANCE ASSESSMENTS FOR THE DUPLICATE YEAR 2019, COLLECTED IN 2020, ON JOINT DITCHES WITH PUTNAM COUNTY ORC 6137.03

This 24th day of June, 2019, the Joint Board of County Commissioners of Paulding and Putnam Counties met in special session via teleconference in their respective chambers with the following members present:

PAULDING COUNTY – Roy Klopfenstein Present, Tony Zartman Present, Mark Holtsberry Present

PUTNAM COUNTY – John Schlumbohm Present, Michael Lammers Present, Vincent Schroeder Absent

Lammers moved to adopt the following resolution:

WHEREAS, Ryan Mapes, Paulding County SWCD Ditch Maintenance, has reported the proposed maintenance collections for the 2019 duplicates with Paulding and Putnam Counties, information sheets attached, and should be placed on the 2019 tax duplicate, to be collected in 2020, for maintenance; now, therefore

BE IT RESOLVED, by the Joint Board of County Commissioners of Paulding and Putnam Counties, that in order to provide such maintenance funds, it is deemed necessary to run the attached listed ditches on the 2019 tax duplicate, to be collected in 2020, for collection for one (1) year only, at the percentage and the amount provided based on the benefits, and that the same be and is hereby levied upon such benefited areas as aforesaid, all in accordance with the provisions of Section 6137.03 of the Revised Code of Ohio; and be it further

RESOLVED, that the Auditors of Paulding and Putnam Counties are hereby ordered and directed to place such ditch maintenance assessments on the 2019 tax duplicate, to be collected in 2020, of the respective counties; and be it further

RESOLVED, that it is found and determined that all formal actions of this Board concerning and relating to the adoption of this Resolution were so adopted in an open meeting of this Board and that all deliberations of this Board and any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements, including Section 121.22 of the Ohio Revised Code.

Holtsberry seconded the above resolution and the roll being called upon the question of its adoption, the vote resulted as follows: Motion carried.

Lichtensteiger moved to adopt the following resolution:
