This 17th day of June, 2019, the Board of County Commissioners met in regular session with the following members present: Roy Klopfenstein, Mark Holtsberry and Cindy Peters, Clerk. Absent: Tony Zartman.



MEETING NOTES OF APPOINTMENTS

Phillip Jackson, county IT manager, informed the commissioners that the email host for most of our county’s email (Essential Solutions) is going to shut down Aug. 1. He is looking into other options for the county’s needs.



Chad Crosby met with the commissioners to open bids for the 2019 Paulding County Cold Mix Paving Project. Crosby will review the bids and make a recommendation to the commissioners at a later date. (See resolution below.)



A Paulding/Defiance Joint Ditch teleconference was held with Ryan Mapes, Paulding County SWCD Ditch Maintenance, Commissioners Klopfenstein and Holtsberry and clerk Cindy Peters, along with Defiance County Commissioners, Ryan Mack, Mick Pocratsky and Gary Plotts, clerk Stephanie Metz, and Kevin Hancock, Defiance County SWCD Ditch Maintenance. Mapes reported the proposed maintenance collections with Paulding and Defiance counties for Hasselwerth, Hurtig, Marie DeLarme Creek, Proxmire, Renollet and Simpson Group joint county ditches. (See resolution below.)



Treasurer Lou Wannemacher; Deb Mack, state auditor’s office; Elizabeth Sedlow, senior audit manager, met with the xommissioners to determine if the Land Bank fiscal information will be reported on the county financial statements or a disclaimer for the commissioners to choose not to put on the financials. The Land bank then will be subject to a separate audit. The commissioners’ desire is to keep the Land Bank in a separate audit.



EMA director Ed Bohn informed the commissioners the EMPG Grant most likely won’t be here before the end of the month. There are a few invoices that are still coming in for the training facility. Bohn and Page showed off the training facility this past week during the fair. The fire marshal wants to come as soon as it’s ready to go. Scott Fire Dept. is the only one using the facility thus far. Bohn noted that he has reached out to Cecil for training. The building is ready, except for burning. Bohn has some information for the storm shelter and he asked about federal funding for farmers during the fair. The governor’s office asks for disaster relief after farmers were impacted by heavy rains. Klopfenstein called the Farm Bureau to find out who made the declaration for Lucas, Henry and Fulton counties and if they expect the rest of northwest Ohio counties to become disaster counties. It should activate low interest loans through the county through FSA. Usually when one county is declared, all adjoining counties are automatic.



IN THE MATTER OF AUTHORIZING THE PAULDING COUNTY ENGINEER TO ADVERTISE FOR BIDS FOR THE FB GOYINGS DITCH LAYOVER PROJECT

BE IT RESOLVED, that the Board of County Commissioners does hereby authorize Travis McGarvey, Paulding County Engineer, to advertise in a paper of general circulation within the County for two consecutive weeks for bids for the 2019 FB Goyings Ditch Layover Project.



IN THE MATTER OF RECEIVING BIDS FOR THE 2019 PAULDING COUNTY COLD MIX PAVING PROJECT

This 17th day of June, being the day advertised in the West Bend News, a paper of general circulation within the County, as per Section 307.86 of the Ohio Revised Code, one bid was received and opened for the 2019 Paulding County Cold Mix Paving Project, to-wit;

Ward Construction Co., Leipsic; $305,004.30

Henry W. Bergman Inc., Genoa; $347,623

The Paulding County Engineer's estimate for the project is $337,346.19. The specifications will be studied with a determination to be made later.



IN THE MATTER OF MAINTENANCE ASSESSMENTS FOR THE DUPLICATE YEAR 2019, COLLECTED IN 2020, ON JOINT DITCHES WITH DEFIANCE COUNTY ORC 6137.03

This 17th day of June, 2019, the Joint Board of County Commissioners of Paulding and Defiance Counties met in special session via teleconference in their perspective chambers with the following members present:

PAULDING COUNTY – Roy Klopfenstein, Present; Tony Zartman, Absent; Mark Holtsberry, Present        

DEFIANCE COUNTY – Ryan Mack, Present; Mick Pocratsky, Present; Gary Plotts, Present

Plotts moved to adopt the following resolution:

WHEREAS, Ryan Mapes, Paulding County SWCD Ditch Maintenance, has reported the proposed maintenance collections for the 2019 duplicates with Paulding and Defiance Counties, information sheets attached, and should be placed on the 2019 tax duplicate, to be collected in 2020, for maintenance; now, therefore

BE IT RESOLVED, by the Joint Board of County Commissioners of Paulding and Defiance Counties, that in order to provide such maintenance funds, it is deemed necessary to run the attached listed ditches on the 2019 tax duplicate, to be collected in 2020, for collection for one (1) year only, at the percentage and the amount provided based on the benefits, and that the same be and is hereby levied upon such benefited areas as aforesaid, all in accordance with the provisions of Section 6137.03 of the Revised Code of Ohio; and be it further

RESOLVED, that the Auditors of Paulding and Defiance Counties are hereby ordered and directed to place such ditch maintenance assessments on the 2019 tax duplicate, to be collected in 2020, of the respective counties; and be it further

RESOLVED, that it is found and determined that all formal actions of this Board concerning and relating to the adoption of this Resolution were so adopted in an open meeting of this Board and that all deliberations of this Board and any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements, including Section 121.22 of the Ohio Revised Code.
