This 6th day of March, 2017, the Board of County Commissioners met in regular session with the following members present: Roy Klopfenstein, Tony Zartman, Mark Holtsberry, and Nola Ginter, Clerk.



MEETING NOTES OF APPOINTMENTS

Fred Pieper met with the commissioners to inform them the Paulding County Amateur Radio Club has become active again. He noted they have 14 members. Pieper asked the commissioners if there was a possibility the club could have a representative on the Paulding County LECP. He reported that some of the club’s members were planning to attend the weather spotter training on 3/13. The commissioners commented the club members may attend the LECP meetings; however, would not be able to vote on issues until they are on the official listing. The LEPC members hold two-years terms that expire Aug. 31. The Paulding County EMA director will be sending the applications to the state EMA for approval something this summer. Pieper reported the Amateur Radio Club is also working with the Paulding County Hospital, noting the club’s members can reach eleven surrounding counties in case of emergency.



Doug Cook, Ewing Nursery, presented an estimate for maintaining the Jacob Eaton Children’s Home (including the adjacent Soil and Water, and Paulding Dog Kennel) grounds. Cook reviewed the estimate, noting the charges for aerating the yard. He pointed out that aerating is preferred over chemical treatments.



Jerry Zielke, PCED, presented the Enterprise Zone agreement for Kirk Stoller Enterprises LTD (see resolution below). He also noted there will be an article in the paper regarding EDP Renewables soon. He also provided an update on the feed mill progress.



IN THE MATTER OF ACCEPTING A PROPOSAL/QUOTE TO MAINTAIN THE ASPHALT ON THE COUNTY PARKING LOT

Zartman moved to adopt the following resolution;

WHEREAS, three (3) proposals/quotes were received for the maintain the asphalt on the County parking lot at the corner of Main and Perry Streets, Paulding, Ohio; now therefore,

BE IT RESOLVED, that the Board of County Commissioners does hereby accept the proposal/quote submitted by Sprow Landscaping and Asphalt Maintenance LLC to clean, prepare, prime, apply seal/master crack fill, professionally apply sealer, to re-stripe paint lines, handicap symbols, arrows, etc. the County parking lot at the corner of Main and Perry Streets, Paulding, Ohio, in the amount of $2,370.



IN THE MATTER OF ENTERING INTO AN ENTERPRISE ZONE AGREEMENT WITH KIRK STOLLER ENTERPRISES LTD.

Zartman moved to adopt the following Resolution:

WHEREAS, Kirk Stoller Enterprises LTD, is desirous of maintaining and expanding their operations in Latty, Ohio, with additions to real property; and the retention of and the addition of employment opportunities in the Enterprise Zone provided the appropriate development incentives are available; and

WHEREAS, the Village of Latty of Paulding County is desirous of providing Kirk Stoller Enterprises LTD with tax incentives pursuant to Chapter 5709 of the Ohio Revised Code; and

WHEREAS, Paulding County, having the appropriate authority for the stated type of project is desirous of providing Kirk Stoller Enterprises LTD with the incentives available for the development of the aforementioned Project in said Enterprise Zone under Chapter 5709 of the Ohio Revised Code; now, therefore

BE IT RESOLVED, that the Board of County Commissioners does hereby enter into an Enterprise Zone Agreement with Kirk Stoller Enterprises LTD located at 800 SR 613, Latty, Ohio 45855 as set forth in said Agreement on file in the County Commissioners’ office.



IN THE MATTER OF UTILIZING THE COUNTY PROCUREMENT CREDIT CARD (PCARD)

Zartman moved to adopt the following Resolution:

WHEREAS, in July, 2016, the Commissioners applied for and obtained a procurement credit card (PCard) to provide County employees a means by which to acquire goods and services for County use for the County’s use; and

WHEREAS, PCards may be obtained at the Commissioners’ Office and may be utilized by any County employee upon approval of their department head or appointing authority and the County Commissioners; and

WHEREAS, Paulding County does not pay sales or use tax in Ohio or other states that have a sales tax exemption; and tax exempt forms are available in the Commissioners’ Office; and the user of the PCard is responsible for ensuring that tax is not charged and for making reasonable attempts to recover any tax charged. The employee may be required to reimburse the County for any unrecovered sales tax; now, therefore;

BE IT RESOLVED, that all County employees shall make every effort to utilize the County’s PCard and to follow the Procurement Card policy; and they shall submit a tax exemption form to avoid paying sales tax.
